Unable to reproduce this issue on reported version 63.0.3239.84 using windows 10 with steps mentioned below.

1. Navigated to google.com and opened devtools by hitting F12. 
2. Observed devtools docked to side 

@Reporter: On which page you are seeing this issue? Could you please try resetting devtools and check whether issue reproduces or not. [Hit F12 to open devtools >> Hit F1 to open settings >> Scroll down to bottom and click on restore defaults and reload button" and check the issue.

If issue still persists please check the issue on fresh profile which do not have any extension/apps added.
