OS: Win(7,8,10), Mac(10.12.6,10.13.3) and Linux(14.04 LTS).

Steps to reproduce:
1.Launch chrome and Navigate to chrome://apps.
2.Search for 'Exactly: English Dictionary and Learning' extension and add to chrome and then remove from chrome.
3.Page will navigate to 'https://app.exactlyapp.com/extension/bye '.
4.Try to minimize  the textbox of 'how else we can improve' and observe.

Actual Result:Send button shifts upwards while minimizing the text box of 'how else we can improve' 

Expected Result:Send button should not shift upwards while minimizing the text box of 'how else we can improve' 


This is regression issue broken in ‘M-61’ and below per-revision bisect result:

Using the per-revision bisect providing the bisect results,
Good Build: 61.0.3141.0(Revision:482154).
Bad Build: 61.0.3142.0(Revision:482491).
