Tested the issue in Android and able to reproduce the issue. Similar behavior is observed since Chrome #59.0.3030.0

Steps Followed:
1. Launched the Chrome Browser when device is in airplane mode.
2. Navigate to the URL: http://gizmodo.com/snowdens-new-app-turns-your-spare-android-phone-into-a-1821530494/amp
3. Tap on the button "DOWNLOAD WHEN ONLINE".
4. Switch off airplane mode.
5. Offline page gets downloaded.
6. After page gets downloaded, switch on airplane mode again.
7. Try navigating the same URL.
8. Observed that page is not loaded completely.

Chrome versions tested:
59.0.3030.0, 63.0.3239.111(Stable), 65.0.3303.0(Canary)

OS:
Android 8.1

Android Devices:
Pixel 2

This seems to be a Non-Regression issue as same behavior is seen since M59. Untriaged for further input's on this issue.

Note: This issue is not observed in Desktop.
