Activating text field opens virtual keyboard if spoken feedback is on

Issue description

Chrome Version: ToT
OS: Chrome

What steps will reproduce the problem?
(0) Put the device in clamshell mode if it's convertible
(1) Enable spoken feedback with Alt+Shift+Z
(2) Open Chrome
(3) Click omnibox

What is the expected result?
Virtual keyboard should not appear

What happens instead?
Virtual keyboard appears

I'll bisect this.

This issue can happen if user activated text field with Search+Space.

Virtual keyboard should not appear

I agree this is a functional change, but is there any reason why it shouldn't?

It may be confusing if virtual keyboard is shown when there is physical keyboard. For example, if user touches the screen to explore items on the screen, they will find virtual keyboard.

I think the behavior with ChromeVox should be consistent with it without ChromeVox unless there is any reason to change it.
