Virtual keyboard should not appear I agree this is a functional change, but is there any reason why it shouldn't?

It may be confusing if virtual keyboard is shown when there is physical keyboard. For example, if user touches the screen to explore items on the screen, they will find virtual keyboard. I think the behavior with ChromeVox should be consistent with it without ChromeVox unless there is any reason to change it.
