Forms fields with type defined as number accept numeric values with more than one e, + and - signs while typing them into form field.

Issue description<b>Chrome Version : <Copy from: 'about:version'></b> URLs (if applicable) : What steps will reproduce the problem? (1) In an HTML form field with type defined as 'number', enter the following values: (a) +1-2 (b) +1-2+2-3 (c) 0-123-123+123 (d) 10e123123e1231233e (e) 1e2eee (f) 1e1e1e1e What is the expected result? These strings shouldn't be allowed while typing. What happens instead? They are allowed while typing (may get accepted in a form without a submit button). Please provide any additional information below. Attach a screenshot if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.
