Regression: Unwanted spacing is seen in Add Extension dialog box.

Chrome Version: 65.0.3303.4
OS: Windows, Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome webstore
(2)Try adding any extension and observe the Add extension dialog

Actual: Unwanted spacing is seen 
Expected: No such spacing should be seen 

This is a Regression issue seen in M65

Will update other info soon..

Per  Issue 789770  and https://chromium-review.googlesource.com/804623 this should not affect M64. But it is still RBS M65

I think bsep is working on this in  Issue 605657  - feel free to merge this bug into it.
