Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Example URL: https://weibo.com/sogoubrowser?refer_flag=1005055013_&is_all=1 Steps to reproduce the problem: 1. Run chrome in normal size (not Maximized), Open url https://weibo.com/sogoubrowser?refer_flag=1005055013_&is_all=1 from address bar. 2. After the page loaded, increase the chrome windows height by dragging the bottom of the window edge. 3. A black bar appears at the bottom of the page. What is the expected behavior? The bottom of the page should be normal background color (same as before dragging). What went wrong? A black bar appears at the bottom of the page, the height of the area is equal to the adjustment value. This black bar will disappear when scroll the page or refresh the page. Does it occur on multiple sites: N/A Is it a problem with a plugin? No Did this work before? N/A Does this work in other browsers? Yes Chrome version: 63.0.3239.108 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: I test some versions of chrome (from 49 to 63), the issue has always existed.

Able to reproduce this issue on the latest Stable 63.0.3239.108 and canary 65.0.3305.0 on Windows 10, Ubuntu 14.04 following the steps mentioned in the original comment. Issue is not seen on Mac OS 10.12.6 This issue is seen from M50 chrome builds. Hence this issue as Non-Regression. Marking as Untriaged for further updates from Dev. Thanks!
