Battery does not charge fully.

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10176.22.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.41 Safari/537.36

Steps to reproduce the problem:
1. Powerwash

2. Reset
3.  checked battery health

What is the expected behavior?
I expect a new machine to charge to full battery instead of 84 percent.  

What went wrong?
Stops charging bettery at 84 percent

Did this work before? N/A 

Chrome version: 64.0.3282.41  Channel: n/a
