Function scope

Steps to reproduce the problem:
is it possible to get the properties of the local area of Object.keys (Local) so that ['e ',' bbb '] is returned. As Object.keys(window)

What is the expected behavior?

What went wrong?
V8 does not support returning local function properties?

Did this work before? N/A 

Chrome version: 63.0.3239.108  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

store as global - can not return Local.
for debugging someone else's code it would be useful to list the local properties of the function at a given moment
