UI layout will be abnormal in tour page while rotate screen

Platform: 10230.0.0 (offical Build) dev-channel scarlet test

Steps to reproduce the problem:
1. Launch "Get Help", click "Get Started", click "Take a tour"
2. During touring, rotate device(screen)

What is the expected behavior?
UI layout should be auto-adjust

What went wrong?
UI layout will be abnormal, some wording will be cut off

Did this work before? N/A

To fix the workaround, go to Task Manager and end the task called "GPU Process" the screen will go black for a bit and it will return state, and see if the problem goes away.
