Chrome can't render compressed SVG images.

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Example URL: Steps to reproduce the problem: 1. make a SVG image 2. compress it with plugins like imagemin 3. chrome can't render the compressed version What is the expected behavior? What went wrong? Because chrome can't read xlink:href="data:img/png;base64 attribute. We use a different parser for SVG and it does not support the img mime type, which is not standard. Use image/png instead or ask the third party software developers to fix their tools.
