Reopen recent tabs behaves inconsistantly

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1. computer crashes or chrome force close 2. reopen Chrome 3. look for recently closed tabs, sometimes the previous session isnt there (no reopen 12 tabs) What is the expected behavior? What went wrong? It used to work every time, now it's not there half the time. Did this work before? Yes Chrome version: 63.0.3239.108 Channel: stable OS Version: OS X 10.10.5 Flash Version: This happens on my laptop, and my Mac and PC at work

Unable to reproduce the issue on reported chrome version stable 63.0.3239.108 and on the latest canary 65.0.3304.0 using Mac 10.13.1 with the below mentioned steps. 1. Launched Chrome with version 63.0.3239.108 2. Opened multiple NTPs and closed 3. Completely closed Chrome and relaunched it. 4. Re-opened closed tab after re-launch of chrome. In the whole process above mentioned we did not see any crash of system/chrome. Attaching the screen cast of the same. @Reporter: Could you please check the screen cast and let us know whether we have missed any steps in reproducing the issue. It would be highly helpful if provided with the crash ID from Chrome://crashes. Thanks!

[Mac triage] chrisha@: any thoughts on who can own this? It happens to me too. Usually they appear if I check again after a few seconds, so I think it might have to do with some parts of a profile being slow to load. I see it fairly consistently so I can provide traces, etc. if needed.

As the ET team could not reproduce the issue even after force closing the chrome and by trying to restore all the tabs, we are able to restore all the closed tabs along with that we have checked again as per steps mentioned in comment#3, Hence removing Needs-Bisect label. Thanks!

sdy: Hmm... if the data eventually appears (the profile and session takes a while to load), then this is largely working as intended and appears to be a perf issue. If you have a profile where this happens deterministically, we might learn something interested via profiling.
