URL bar does not auto-hide when using external keyboard to scroll

Issue descriptionSteps to reproduce the problem: 1. load any page with a height higher than the viewport 2. Use an external keyboard to scroll the page down (either Down Arrow or Spacebar) 3. The URL bar never hides What is the expected behavior? The URL bar should automatically hide after the page has been scrolled down a little (as it does when using a a slide of the finger on the touchscreen to scroll the page) What went wrong? The URL bar stays visible at all times instead of auto-hiding after some scrolling Did this work before? No Chrome version: 65.0.3304.0 Channel: canary OS Version: 7.1 Flash Version: This hampers external keyboard use on a small screen and forces me to switch positions and touch the screen just to get the URL bar to hide
