CSS filter property doesn't form containing block

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. create container HTML element with `filter` property other than none.
2. inside this container add child element with `position: fixed;`, `left` property set to 0 and `top` property set to 10%.

What is the expected behavior?
HTML element with the `filter` property set to any value other than none should form containing block for the child element with `position: fixed;`.

What went wrong?
HTML element with `filter` property doesn't form containing block for the child element with `position: fixed;`. 

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 63.0.3239.84  Channel: n/a
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

It does create containing block if we set `transform` property to any value other than none, though.

Able to reproduce this issue on reported version 63.0.3239.108 and on latest canary 65.0.3305.0 using Windows 10, Ubuntu 14.04, Mac 10.13.1 with link given in comment#0

This issue is seen from M50[50.0.2661.0]. Hence considering this issue as Non-Regression and marking as Untriaged.

A few investigations:
- Works on Firefox.
- Does not work on Blink/Edge/WebKit.
- The text is on ED <https://drafts.fxtf.org/filter-effects/#FilterProperty>, but not on the latest WD <https://www.w3.org/TR/filter-effects-1/#FilterProperty>.

Tab, do you happen to know this discussion in fxtf?
This was implemented in Gecko in https://bugzilla.mozilla.org/show_bug.cgi?id=1125767 as a result of the group resolution to do this in http://www.w3.org/2015/02/10-fx-minutes.html#action02 ; the Gecko bug has some other relevant links.

This was fixed in this patch:

It is included in Chrome 68.
