Issue description
UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36
Steps to reproduce the problem:
1. Open DevTools
2. Click the + to Add New Rule
3. Add some CSS selector name
4. Hit tab
What is the expected behavior?
DevTools used to automatically place your cursor in the position to enter your first CSS property for your New Style Rule
What went wrong?
The cursor escapes to somewhere else and you have to click back in (between the { } brackets) to begin entering styles.
Did this work before? Yes Not sure, maybe two versions back.
Chrome version: 63.0.3239.84 Channel: n/a
OS Version: OS X 10.12.6
Flash Version:
This is a huge hit in terms of speed/productivity for developers who are styling the web. I'm not sure if I'm the only one experiencing this, but it's happening on two machines.

This issue looks similar to issue 796240 . Hence merging into that. Thanks!
