Incognito tabs sometimes become normal tabs if many tabs are open

Issue descriptionSteps to reproduce the problem: 1. Have many tabs open (100+) 2. Open some incognito tabs 3. Use other apps for a while (i.e. probably encounter some situations where Android starts killing background apps to free up memory) 4. Go back to Chrome and see that your incognito tabs have become normal tabs What is the expected behavior? Tabs opened in incognito should stay in incognito; if Chrome has to exit due to memory pressure, the tabs should be closed in preference to making them normal tabs (otherwise the point of incognito mode is lost, if pages I leave open in incognito can randomly make their way into my history). What went wrong? Sometimes, tabs opened in incognito mode will somehow become normal-mode tabs. Did this work before? Tested on Pixel 2 Android 8.1 on Chrome Stable #63.0.3239.111 and not able to reproduce the issue. anowlcalledjosh@ -- Could you please provide the device details where this issue is reproduced and could you please provide the screencast reproducing the issue. This is happening on a Nexus 5X running Android 8.1.0. Afraid there's no way I could record a screencast -- it happens very rarely and at random, I don't know how to reproduce it. Sorry!
