Chrome using 30% CPU for no reason, and even when it's not running

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:57.0) Gecko/20100101 Firefox/57.0

Steps to reproduce the problem:
1. Launch Chrome
2. Quit Chrome
3. Launch Task Manager

What is the expected behavior?

What went wrong?
Anormal CPU usage

Did this work before? N/A 

Chrome version: 63.0.3239.108  Channel: stable
OS Version: 10.0

Unable to reproduce the issue on reported chrome version 63.0.3239.84 using windows 10 with steps mentioned below:

Steps to reproduce the issue:
1) Launched reported chrome version
2) Exicted chrome
3) Checked the CPU usage in taskmanager
4) Unable to see the chrome entry after it closed and even when chrome is not closed the CPU usage is aroung 2% from our end

Please find the attached screencast for your reference, try to test this issue by creating new profile with no extensions and apps in it and let us know if the issue still persists.

Thank you, but I tried to reinstall Chrome and launched it with no Google profile and no extension but I have the same issue. 

Five minutes after closing Chrome, a Chrome process starts and consumes 30% of my CPU. 

I have ExpressVPN installed but I doubt that is linked. 
I will continue to use Firefox for the moment...

Unable to reproduce the issue on reported chrome version 63.0.3239.84 and on the latest canary 65.0.3305.0 using windows 10 with the below mentioned steps.
1. Launched Chrome
2. Closed Chrome
3. Launched task manager by clicking Ctrl+Alt+Del

We observed there are no chrome processes runnning after chrome is closed. Attaching the screen cast for reference. 

As the issue in not being reproduced from ET end, Hence requesting some one from respective team to have a look into this issue.
