[CCD] Connectivity diagnostics does not report " Internet traffic blocked" for incorrectly configured IP and TCP firewall network

Issue description

Chrome Version: <From about:version: Google Chrome 64.0.3282.41>
Chrome OS Version: <From about:version: Platform 10176.22.0 >
Chrome OS Platform: <Samus>
Network info: <WiFi>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
Procedure
1)Login to the device and connect to ethernet
2)Open properties and uncheck Configure Automatically, write an incorrect ip 
3)Launch the connectivity app

Expected Result:
It should report "Internet traffic blocked" and "No functioning DNS server available".

Actual Result:
It reports Internet traffic available instead of Internet traffic blocked.

Please provide any additional information below. Attach a screen shot or
log if possible.
