“Camera not active at this time” error shows up when using QR Scanner.

Issue description

App Version:  64.0.3282.43 beta
iOS Version: iOS 11.2
Device: iPhoneX


Steps to reproduce:
Force touch chrome app, tap on QR Scanner from the context menu


Observed results:
“Camera not active at this time” error shows up when using QR Scanner.


Expected results:
QR Scanner should work.Camera should be active.

Number of times you were able to reproduce: 2/5
Bug reproducible after clean install: Yes
Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on Safari/Firefox: Firefox: Yes, Safari: Yes
Bug reproducible on current stable build (App Version, iOS Version): Yes- M63 .Again not consistently- 2/5 times
Bug reproducible on the current beta channel build (App Version, iOS Version): Yes M64

Since its 2/5 i am trying to get a  pic.I missed taking a pic the first  few times it happened.

I did repro 1/5 times. 

When I reproed, I could see the QR code scanner with camera layer showing up just fine, and on top of it there was the popup with the error message. 
I got this error: "Camera is in use". Seems we always try to start a new session, even when one is already active, which might be the issue.

I am able to consistently reproduce this issue on Canary 66.0.3329.0. However, the scenario is slightly different. I happens for me when Force Touch multiple times the app.

App Version:  Chrome Canary 66.0.3329.0
iOS Version: iOS 11.1.2
Device: iPhone 8
Proposed Priority: P2
Found-in Label: found-in-canary

Steps to reproduce:
On Home screen force touch on the Chrome Canary app icon
Tap on Scan QR Code
Repeat multiple times

Observed results:
Camera not responding for Scan QR Code when open multiple times
Pop up message “Google Chrome can’t use your camera right now

Expected results:
Camera/Scan QR Code should respond correctly

Number of times you were able to reproduce: 5/5

Bug reproducible after clearing cache and cookies: Yes
Bug reproducible on current stable build (App Version, iOS Version): No

To repro:

* open QR code scanner
* leave it on, press the home button
* Force touch to open the QRCode scanner

It appear that the code try to dismiss the existing code scanner and start a new one, but the two collides. The easiest fix is probably to detect that case and not do anything…
