VR: Investigate batching draw calls.

Issue description

Since most of the things we draw are textured quads, we should be able to batch draw calls. I don't really know how this stuff works, but other VR apps have seen performance improvements by doing this :P
 
Status: WontFix (was: Assigned)
I think the right path forward is to log bugs to document "overall frame time" and a blocking bug to "find out what's actually slow" and based on that investigation, we can log bugs for the specific fixes we intend to make.
