Regression: Bookmark Button max-width is too short on the Bookmarks Bar

Chrome Version: Canary 65.0.3301.0 (3301.0)
OS: macOS 10.12.6

What steps will reproduce the problem?
(1) Start todays Canary and take a look at the Bookmarks Bar 

What is the expected result?
Larger max-width of the buttons.

What happens instead?
The Bookmark Button max-width is too short on the Bookmarks Bar.

This seems to be an issue with bookmark names that have 1-7 letters. If the name has 8 letters the bookmark name is shown completely again. Attached a screencast.

(Adding a Stable-Blocker since this is a regression.)
