gclient runhooks should accept hook names as arguments

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
Passing a list of hook names should instruct 'gclient runhooks' to only run those hooks.

What is the expected behavior?

Why would we want this? Is this something better addressed via gclient conditions?
I'm using a hook in a downstream project based on Chromium which I must run several times independently of the others. It applies a set of patches on top of Chromium, and it would be very convenient to be able to run it without having to wait for all of the other hooks to finish.
