Keyup listener does not fire when disabling Caps Lock

Issue description

Chrome Version       : ersion 59.0.3071.109 (Developer Build) Built on Ubuntu , running on LinuxMint 18.1 (64-bit)
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: OK
    Firefox: OK
       Edge: OK

What steps will reproduce the problem?
(1) Register keyup and keydown event listeners
(2) Turn on Caps Lock
(3) keydown listener fires properly
(4) Turn off Caps Lock

What is the expected result?

keyup listener should fire

What happens instead?

keyup listener does not fire

Please provide any additional information below. Attach a screenshot if
possible.

This works correctly on a Debian distro. 

Can you attach the output of running xev and pressing and releasing the caps lock key?

I wonder if X is behaving differently on Mint.
