factory: Goofy UI: Menu -> Reload test list menu item is broken

What steps will reproduce the problem?
(1) Start factory toolkit
(2) Click CrOS Factory menu
(3) Select 'Reload test list'

What is the expected result?
Reload test list

What happens instead?
JS error: goofyrpc: AttributeError: 'module' object has no attribute 'TestList'.
