Regression: Password field is seen active when network is in connecting stage in Connect to Network overlay

What steps will reproduce the problem?
(1)Recover build>> In Connect to network screen, type some random password and when network is in connecting stage, try to type in password field and observe

Expected: When wifi is getting connected, password field should not be active
Actual: Instead, able to type in password field.

This is a Regression issue as same is working fine in 65.0.3294.0/10216.0.0 dev

NOTE: Issue is not seen on Windows and Linux

This is harmless and will be much less noticible when  issue 795715  is fixed.
