Regression:Tab focus struck at page number of downloaded PDF in file manager.

Issue description

Chrome Version:65.0.3299.0/10238.0.0 dev channel Paine,Peppy,Gnawty
OS:chrome OS

What steps will reproduce the problem?
(1)Sign into user >> Launch chrome,download any sample PDF  
(Ex:http://unec.edu.az/application/uploads/2014/12/pdf-sample.pdf)
(2)In file manager >>Get Info for that PDF
(3)Now press tab continuously and Observe tab focus struck at page number(Please refer video)

This is a Regression issue as same is working fine in 62.0.3202.101/9901.79.0 stable channel Gnawty

Note:Issue is not seen in Linux,Windows OS
