What steps will reproduce the problem?
(1)Sign into user >> Launch chrome,take a sample screenshot
(2)From ubertray/Accessibility ->enable ChromeVox(spoken feedback)
(3)By tabbing get the orange focus on Screenshot notification->Settings icon and Hit Enter to open settings and Observe(please refer video)

Actual: Unable to open settings when the orange focus is on settings for first time
Expected: Should be able to open settings when we Hit Enter.

This is a Regression issue as same is working fine in M-63

Note:Issue is not seen in Linux,Windows OS
