I don't think it's my patch because it only touched files for an not-yet-shipped feature in CSS.

rjwright: Looking at the pinpoint graph, this is actually 'Revert "Revert "[Ribbon] Remove ID arg from CSSProperty constructor""' causing the regression. The original land/revert were close enough together that they ran in the same perfbot cycle, which is why there aren't alerts for the original land.
