pcc: sorry for the late notice here; looks like r525638, "Roll clang 318667:321204" increased windows binary sizes around 200-400KiB. Looks like this dropped shortly afterward, then went up again in  bug 799646  -- not sure if there's anything we can do here?

It probably dropped as a result of the revert in r526072 and went up again causing  bug 799646  when it relanded in r526748. If we want to do anything about this it should be done on the other bug.
