puppet delivers monarch credentials in the wrong place

Issue description
In chromeos-admin, in puppet/modules/profiles/manifests/base.pp,
you see the following assignment:
$service_accounts_dir = "${creds_dir}/service_accounts_dir"
In chromite, in third_party/infra_libs/httplib2_utils.py, you
see this assignment:
SERVICE_ACCOUNTS_CREDS_ROOT = '/creds/service_accounts'
IOW, puppet is delivering to the wrong directory.
This is blocking new shards from reporting metrics...
