Resize does not work with touchscreen

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36 Steps to reproduce the problem: 1.create a frameset with 2 frames in it 2.now drag the boundary between the frames using touchscreen What is the expected behavior? size of the frame changed What went wrong? not able to change the size of the frame Did this work before? Yes 60.0.3112.78 (not sure that that is a latest version without that bug, but it works there) Does this work in other browsers? Yes Chrome version: 63.0.3239.108 Channel: stable OS Version: 10.0 Flash Version: Here is a test page https://www.w3schools.com/jsref/tryit.asp?filename=tryjsref_frameset_rows I think there is a related issue (763783) - Unable to resize DevTools window on touch device. It seems they are related because it also works fine in version 60.0.3112.78.
