Bookmarks continuously duplicating

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/64.0.3282.39 Safari/537.36

Steps to reproduce the problem:
1. I delete duplicated bookmarks and they reappear shortly thereafter
2. 
3. 

What is the expected behavior?
A clean set of bookmarks as imported from Chrome (non-beta)

What went wrong?
Now bookmarks are duplicated both in the official build and the beta build.

Did this work before? Yes Version 63.0.3239.108 (Official Build) (64-bit)

Chrome version: 64.0.3282.39  Channel: beta
OS Version: 10.0
Flash Version: Shockwave Flash 28.0 r0

Unable to reproduce this issue on reported version with below scenarios on reported evrsion 64.0.3282.39 using windows 10 

Scenario -1 : 
1. Exported bookmarks to .html file >> Created new person and Imported the previous .html file -- didn't observe any duplicates

Scenario-2
1. Signed into chrome to sync bookmarks >> And no duplicate bookmarks are seen.

@Reporter: Could you please check the steps and let us know if we miss anything. Also if possible please provide us screencast/screenshot of issue seen from your end. And please check the issue on latest beta 64.0.3282.71 and let us know the behaviour. You can download latest beta from https://www.chromium.org/getting-involved/dev-channel. This would help in further triaging of the issues.
