Elements jump a few pixels after completing a blur animation

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.108 Safari/537.36

Steps to reproduce the problem:
1. Add an animation to an element that animates filter: blur
2. Watch it jitter every time the animation completes

What is the expected behavior?
It to not jitter.

What went wrong?
It jitters. It didn't used to, and only started jittering (tested on multiple machines) in some recent update.

Did this work before? Yes 

Does this work in other browsers? Yes

Able to reproduce the issue on Win-10 and Ubuntu 14.04 using chrome reported version #63.0.3239.108, latest dev #65.0.3298.3 and latest beta #64.0.3282.39 but the same is not reproducible in the latest canary #65.0.3301.0.
Issue is not seen in OS-mac.

Unable to find any possible suspect from the above CL. Hence, requesting someone from dev team to please help us in assigning it to the right owner and merge to M-64.

The shifting doesn't seem limited to transitions or animations.

Example toggles a .1px blur without transition.
