In order to add an intervention header for NoScript we need a URL
defined (eg, some https://www.chromestatus.com/features/NNNNNNN URL)
that resolves to a page with description of what the NoScript
intervention may do.

Step 1: define/allocate the URL - this blocks the development task of adding the header
Step 2: adding product-approved wording for the page
