reef builders failing in BuildPackages

Issue descriptionBecause of bug 796433 , the reef-paladin was marked experimental. In the hiatus created by that action, a bad change seems to have snuck in, and is now causing reef builds to fail. Here's the most recent canary build, showing the failure: https://uberchromegw.corp.google.com/i/chromeos/builders/reef-release/builds/1771 The problem started at this CQ run: https://uberchromegw.corp.google.com/i/chromeos/builders/reef-paladin/builds/4585 That run will have the culprit change.

I suspect this CL, or one of its successors:

If I can prove it, it'll get reverted.

The change is at fault, but there are additional changes that follow it that I think will create a merge conflict. I expect I'll be reverting multiple CLs in sequence to get us to the status quo ante.
