When opening app debugger opens, but is unusable.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36

Steps to reproduce the problem:
1. Connect app by USB with your PC
2. Go to chrome://inspect
3. Click on inspect to inspect your app.
4. Debugger opens, but is unusable.

What is the expected behavior?
Remote debugger should be usable.

What went wrong?
Chrome remote debugger is unusable. All I see is what is shown in the image, but I can not use any functionality.
1. The screen preview on the left side is not showing anything and when it is showing my screen it is not resizable. 
2. I can open files, but it shows no data, so I can not set any breakpoints either.

Did this work before? Yes I don't know.

OS Version: 10.0
Flash Version: 

It happened at home first, but now it happened at work as well.

Unable to check the issue on reported chrome version 63.0.3239.84 using Windows 10 with the below mentioned steps.

1. Launched Chrome
2. Connected Mobile using USB
3. Navigated to chrome://inspect

As the system fails to detect the connected mobile/apps to inspect though the developer options are ON. 

@Inhouse: Could any one from TE-Hyd team have a look in to this issue. Hence adding label TE-NeedsTriageFromHYD.
