THIS TEMPLATE IS FOR FILING BUGS ON THE ANDROID SYSTEM WEBVIEW. GENERAL WEB
BUGS SHOULD BE FILED USING A DIFFERENT TEMPLATE!

WebView version (from system settings -> Apps -> Android System WebView):64.0.3282.29
Application:Chrome 
Application version:63.0.3239.111

Steps to reproduce:
(1)This version of the Android system WebView will cause all browsers to frequently bounce or even flicker while playing online video.
