Persist filters in Dev-Tools panels

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:57.0) Gecko/20100101 Firefox/57.0

Steps to reproduce the problem:
1. Open the dev tools
2. Enter a custom filter in the textbox of the network or console tab
3. Apply the filter
4. Close the dev tools
5. Reopen the dev tools

What is the expected behavior?
The entered filters should be persisted and reappear after reopening the dev tools.

What went wrong?
One has to reenter the filters each time when opening a new "dev tools session".

Did this work before? No

Just realized that the same goes e.g. for the filter setting "Selected context only" in the filters menu of the console.

This setting is always deactivated after reopening the dev tools...

Thank you for the report.  Since the original report, Console filters now persist across sessions.  Based on low priority, I do not think we will get to de-risking the persistence of the Network filter + 'Selected context only' checkbox.
It's really frustrating adding `-method:OPTIONS` every time I open the network inspector. I have probably typed it thousands of times.
