Regression: White screen flash when entering into full screen of playing video

Issue description

Chrome Version: 64.0.3282.39 
OS: Mac OS 10.13 Beta(17A362a) 

What steps will reproduce the problem?
(1) Launch chrome and go to http://drmtest2.adobe.com/AccessPlayer/player.html
(2) Play the video and enter into full screen and observe the screen.


What is the expected result?
> Video should enter into full screen properly.
What happens instead?
> There is white flash seen on video when entered into full screen. Attached is the screenshot of the same.


Note:
=====
1. This is Mac OS specific issue seen only on 10.13 and works fine on 10.12.6.
2. This is a regression issue broken in M-61.

Last good build: 61.0.3163.11
First bad build: 61.0.3163.13

Does this happen with anything other than Flash? I can look into it, but I'm not sure if it's worth it for something so deprecated.

Seems like this issue is not specific to Flash, seeing similar kind of behavior with (https://www.youtube.com/watch?v=cugj1h6PuK0) as well.

After double-clicking a video or clicking the fullscreen icon in youtube, the video snaps to *full window within the browser*, then back to it's original size, then transitions to fullscreen. The first transition is unnecessary and makes the whole thing very jarring. Safari doesn't exhibit this behavior (though it has quirks of its own).

Still able to reproduce the issue on mac using latest stable-70.0.3538.110. On Canary, we can see white patch when user exit from full screen.Adding respective labels.
