automatically inferred mapping doesn't work for file:/// urls on windows

Issue description

DevTools failed to link network resource to filesystem.

Platform: Windows
Chrome version: Version 63.0.3239.108 (Official Build) (64-bit)

What are the details of your project?
N/A

Assets failed to link (or incorrectly linked):
1. file:///C:/Users/My%20Name/Testing/test/test.html 
2.
3.

I opened the html/js/css files locally directly from the drive without an http server. They're not linked.

Thanks for filing the issue!

@Reporter: Could you please mention consistent steps which reproduces the issue along with sample test URLs/Files if there are any, which helps us to triage the issue  in a better way from TE end.

1. Create HTML/CSS/JS files on computer.
2. Open the file in chrome by navigating to file:// URL for that file.
3. Map local folder for those files to Chrome workspace.
4. Edit the files in Chrome.

The files do not get saved when editing in chrome even though they're in
the mapped folder.

Workspaces 2.0 is imperfect and there's no feasible way to make it work for everybody. Archiving since we currently don't have resources to allocate towards improving Workspaces story.
