"File bug" dialog goes offscreen |

Issue descriptionProblem with Sheriff-o-Matic: The "file bug" dialog expands based on the amount of text entered in the description. However, because of the way it floats over the main page, it can't be scrolled. If you enter enough text to make it bigger than the screen, you can no longer get to the buttons at the bottom of the dialog. A workaround is to resize the window, but it would be nice if the bottom of the dialog stayed onscreen.

Did this problem happen just now? I believe on Tuesday there should have been a change deployed which changed the behavior to make the file bug dialog scroll when it overflows. ie: https://screenshot.googleplex.com/fWHo11869B3.png But if this isn't happening in some cases, then we have a bug.

It works correctly on my chromebook, but it's reproducible pretty consistently on my workstation. Once I resize the window, everything seems fine. Prior to resizing, it looks like https://screenshot.googleplex.com/mJL4Rys2m4e.png Both are running Chrome 63.
