Double tapping Notifications opens settings twice on Android O+

Chrome Version: 64.0.3282.29 (I can also reproduce back in 63.0.3239.111)
OS: Android 8.1.0 Pixel

What steps will reproduce the problem?
(1) Open the settings menu
(2) Tap Notifications
(3) Before the notification settings come up, tap Notifications again

The notification settings are opened twice.

Tested the issue in Android and able to reproduce the issue. Observed the notification settings are opened twice

Steps Followed:
1. Launched the Chrome Browser.
2. Navigate to the settings
3. Tapped on Notifications twice
4. Observed the notification settings are opened twice

Chrome versions tested
63.0.3239.111(Stable), 64.0.3282.29(Beta) 65.0.3299.3(Canary)

OS:
Android 7.0.99

Android Devices:
Pixel 2 

This seems to be a Non-Regression issue as Notifications in settings menu are introduced since M62. Untriaged for further input's on this issue.

This actually only affects Android Oreo and above since I believe the top-level Notification settings which links to System UI was only added for O+ (because system ui can be used to change fine-grain notification settings for apps since the introduction of notification channels in O).

It is still a bug I'd imagine we can fix fairly easily, so I'm setting to p3 and marking as available for someone on the team to pick up at some point.
