archive_webkit_layout_tests is timing out uploading to Cloud Storage |

Issue description"archive (with patch)" is flaky. This issue was created automatically by the chromium-try-flakes app. Please find the right owner to fix the respective test/step and assign this issue to them. If the step/test is infrastructure-related, please add Infra-Troopers label and change issue status to Untriaged. Dirk, I recall there was a bug about archiving too much on mac_chromium_rel_ng, but after 5 mins of searching i can't find it. Can you help de-dup?

This isn't "archiving too much" (you can from the logs that the archives contain ~10k files and the zips are built almost instantly); this is cloud storage just being unusably slow to the point of things timing out, i.e., this looks like an infra failure. I don't know if we have a bug on file for this specifically. I'm not entirely sure who would be responsible for tracking this down, but marking as Infra>Platform for now.

I think Stephen's changes should make this issue mostly go away. Or, at least, if it doesn't, that's be a very clear thing to follow up on.

I can't see the logs for the failed tests. If this happens again I can take a look at it. Not sure if I can do anything about a bad network connection though.
