Backgrounds and borders of scrollers draw above text in the same stacking context

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/63.0.3239.84 Safari/537.36 Steps to reproduce the problem: 1. Open attached scroller-background.html. What is the expected behavior? The text is drawn above the background of the scroller. What went wrong? The scroller draws above the text, obscuring it. Did this work before? Yes Does this work in other browsers? Yes Chrome version: 63.0.3239.84 Channel: n/a OS Version: 10.0 Flash Version: Repros with 'overflow:auto' as well if there's a scrollbar. Does not repro with 'overflow:hidden'.
