Launcher icon is active when launcher is closed, also the icon doesn't respond to clicks

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10215.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3299.0 Safari/537.36

Launcher icon is active even though the launcher is closed. Also the icon does not respond to clicks.
