container_bucket_unittest occasionally flakes

container_bucket_unittest uses a hard-coded container ID for testing - this leads to situations where a previously failed or aborted test run can cause subsequent runs to also fail, until the junk is manually cleaned out.

[autotest] Fix container_bucket_unittest.py

Don't use a hard-coded static container ID for testing - it makes the
test non-hermetic.
