CHROME_HEADLESS=1 is not set consistently by swarming, across all platforms

CHROME_HEADLESS is used to allow test code to modify behaviour to accommodate running on bots/VMs.  However, the Fuchsia and Android recipes currently fail to propagate it into swarming shards.
