A11Y: Cannot exit keyboard learn mode on the lock screen or login screen |

Issue descriptionChrome 65.0.3299.0 Steps to repro: # Start Chromevox # Lock the chromebook or sign out # With Chromevox still active, activate key learn mode with search+o, search+k # Press keys and Chromevox commands # Press ctrl+w to close key learn mode # Press keys and Chromevox commands # Notice that they are still announced, but letter keys still type into the password box and Chromevox announces the letters instead of announcing 'bullet' Expected: Either key learn mode in this case would announce basic help and not activate or there would be a way to exit key learn mode Actual: There is an odd hybrid key learn mode that cannot be exited
