CQ carried part of a CL across runs

Issue description

https://luci-milo.appspot.com/buildbot/chromeos/master-paladin/17247 failed because it had part of crrev.com/i/532525.

Timeline:

1. CQ run 17246 picked up crrev.com/i/532525.
2. crrev.com/i/532525 was modified while the CQ was running.
3. 17246 failed because of #2 (expected behavior).
4. CQ run 17247 started without crrev.com/i/532525, which was still in the pre-cq at the time.
5. 17247 failed because the model.dtsi change from crrev.com/i/532525 was present, but the ebuild change wasn't.
6. CQ run 17248 started and picked up crrev.com/i/532525.
7. 17248 succeeded, including the necessary ebuild uprev.

You can tell the model.dtsi changes are present without the build changes because it first downloads 10139.28:

chromeos-firmware-fizz-0.0.1-r103:  * Fizz.10139.28.0.tbz2 SHA256 SHA512 WHIRLPOOL size ;-) ...             [ ok ]

And then tries to pack 10139.31:

IOError: [Errno 2] No such file or directory: '/build/fizz/tmp/portage/chromeos-base/chromeos-firmware-fizz-0.0.1-r103/distdir/Fizz.10139.31.0.tbz2'
