wpt/css-fonts/matching/* fail on Windows 10 due to "OTS parsing error"

Issue description

e.g. http://w3c-test.org/css/css-fonts/matching/fixed-stretch-style-over-weight.html

On Windows 10, Chrome 63. Console message:
Failed to decode downloaded font: http://w3c-test.org/css/css-fonts/matching/resources/variabletest_matching.ttf
OTS parsing error: Not a valid font data

From the dashboard, these tests seem to work on Windows 7:

Firefox 57 passes the tests.

Adjust expectations for wpt/css-fonts/matching

There are in fact two separate issues, one on Mac10.12 and the other on
Win10. Other platforms are not affected.
